Receiving an official ASI/ASISSE survey notice can be alarming for any business. These statutory notices issued by the Ministry of Statistics (MoSPI/NSO) require companies and LLPs in the services sector to file detailed enterprise data. In this guide, ASC Group explains what ASI/ASISSE filings are, who needs to comply, the required documents and steps, the consequences of non-filing, and how our expert team can assist you. As a chartered accountancy firm, we provide ASI Return Filing and ASISSE Return Filing services across India. We also offer specialized ASISSE Notice Filing Services to help companies respond to survey notices promptly, and a comprehensive ASI/ASISSE Filing Service that handles the entire compliance process.
What are ASI and ASISSE Returns?
The Annual Survey of Industries (ASI) and the new Annual Survey of Incorporated Services Sector Enterprises (ASISSE) are mandatory statistical surveys under the Collection of Statistics Act, 2008. ASI has long covered the registered manufacturing sector, while ASISSE – launched in April 2026 – covers formal service sector entities (companies and LLPs) across industries like trade, transport, hospitality, IT, education, finance, and healthcare. These surveys aim to build official databases of the country’s industrial and services enterprises. The government uses the data to calculate national accounts and growth statistics.
Both surveys carry legal force. If you’ve been notified, you must respond. Importantly, ASI/ASISSE returns are purely for statistical purposes – the law bars NSO from sharing your submitted data with income tax, GST or other enforcement authorities. In other words, this is not a tax audit or GST notice. However, ignoring a valid notice can lead to penalties under the Act.
Who Must File ASI/ASISSE Returns?
Filing is required only if your business has received an official notice from MoSPI/NSO. The National Statistical Office selects firms using the GSTN database and sends each selected state-GSTIN a unique survey notice. In practice, this means:
-
Incorporated service-sector entities: Private or public limited companies and LLPs in industries like IT/ITeS, finance, retail, education, healthcare, hospitality, logistics, etc. If your company operates in any of these sectors and received a notice, you must file.
-
Manufacturing units: Factories and industrial companies (under ASI) may receive ASI notices. We handle these via our ASI Notice Return Filing support.
-
Multiple locations: If your company has multiple state GST registrations, NSO may select one or more GSTINs. Each selected GSTIN requires a separate return; data cannot be combined across locations. For example, if two of your five GSTINs were sampled, you file two returns.
-
Selected PSUs and others: Government corporations and other incorporated organizations in the services sector may also be sampled.
If no notice was issued to your GSTIN, you have no filing obligation for this survey cycle. Only contacted entities must comply.
Who is Exempt from ASI/ASISSE?
Generally, the following do not need to file:
-
Unincorporated businesses: Sole proprietorships, partnerships, and HUFs are outside ASISSE (they report under a different survey).
-
Agriculture and mining companies: These sectors are excluded (they fall under other statistics).
-
Banks, insurance, regulated NBFCs: These entities usually report to their own regulators.
-
Non-service sectors: Pure manufacturers are covered by ASI, not ASISSE.
Important: Even if you fall under an exempt category, if a notice has been sent to you, it must be answered. A received notice overrides general exemptions; silence is not permitted by law.
Verifying Your ASI/ASISSE Notice
With ASISSE being new, it’s wise to confirm any notice before acting. You can verify authenticity by:
-
Checking the sender: Look for the official MoSPI/NSO logo and letterhead on the notice. Any generic branding or email is suspicious.
-
Inspecting the portal URL: The survey is filed on a secure MoSPI website (mospi.gov.in). Never enter your data on an unfamiliar site.
-
Confirming contact details: The notice lists an NSO field office and contact person. Cross-check these on the NSO/MoSPI website to ensure they match.
-
Expert assistance: ASC Group can quickly confirm if your notice is genuine. Our compliance team handles notices regularly and can verify details for you.
Once you’ve confirmed the notice is real, you can proceed with confidence to the filing process.
Documents Required for ASI/ASISSE Filing
Gathering the following documents before you begin will speed up filing:
-
Audited financials (FY 2024–25): Profit andLoss account and Balance Sheet (plus trial balance).
-
GST returns: All GSTR-3B/GSTR-1 for 2024–25, along with breakdown of turnover by state (GSTIN).
-
Payroll data: Employee headcount (male/female) and total wages/salaries (PF/ESIC registers).
-
Fixed asset register: List of assets with opening values and additions (with depreciation).
-
Loans and working capital: Outstanding loan statements and working capital summaries as of March 31, 2025.
-
Sector-specific data: For manufacturers, production volumes and raw material usage; for others, any relevant operational metrics (e.g. services output).
If your financial audit or reports for FY 2024–25 are pending, we can use provisional figures initially and update later. ASC Group will help you compile and verify each item.
Step-by-Step ASI/ASISSE Filing Process
ASC Group follows a clear process to file your return correctly:
-
Notice verification: We confirm your sampled GSTIN(s), reporting period, and entity details. Any errors (wrong GSTIN, outdated info, etc.) are fixed before proceeding.
-
Data preparation: We collect your financial statements, tax records, payroll data, etc. Each required field in the survey (assets, output, employment, etc.) is filled by reconciling these documents. For multi-state companies, totals are apportioned to each GSTIN.
-
Portal filing: We enter all validated data into the secure MoSPI portal and run the system’s validation checks. Any flagged issues are resolved immediately.
-
Review, submission, and follow-up: After reviewing the completed return with you, we submit it by the deadline and obtain an acknowledgment. ASC Group will also handle any NSO queries or field verifications that follow.
Using our full ASI/ASISSE Filing Service, you hand over your source data and we manage the rest. Each figure reported is backed by your records, minimizing errors and future queries.
Penalties for Non-Compliance
Ignoring or mishandling an ASI/ASISSE notice carries heavy penalties:
-
Non-filing or delay: Companies face an initial fine (around ₹5,000) and about ₹5,000 per day if the return is not filed within two weeks. Individuals face lower penalties (up to ₹1,000 initially).
-
False data: Willfully providing incorrect information can lead to prosecution (up to 6 months in jail or large fines).
-
Continued obligation: Importantly, paying a penalty does not excuse you from filing. The obligation to submit the return still stands.
Meeting the deadline and filing accurately is the best way to avoid these consequences.
Data Confidentiality
Many companies worry about data privacy. Be assured: by law the survey data you submit is confidential. NSO cannot share it with the Income Tax Department, GST authorities, RBI, SEBI, or any enforcement agency. Your data is used only for compiling economic statistics (GDP, sectoral contributions, etc.) and not for tax or enforcement action.

Frequently Asked Questions
Is ASISSE filing mandatory for my business?
It is mandatory only if your company/LLP has received an official ASISSE (or ASI) notice. If NSO has not contacted you, there is no filing requirement at this time. When a notice is issued to your registered GSTIN, however, compliance is legally required.
What happens if we ignore the ASI/ASISSE notice?
Ignoring the notice can lead to fines and legal action. A company not filing can be fined (initially a few thousand rupees, then daily penalties after 14 days) and even face prosecution for false data. Importantly, a penalty payment does not remove the obligation – you will still have to file the return.
Is ASISSE related to Income Tax or GST?
No. ASISSE (and ASI) is strictly a statistical survey. The Collection of Statistics Act legally prohibits NSO from sharing your survey data with tax or regulatory authorities. Completing this survey will not trigger any tax or GST audit.
Do we file separately for each of our GSTINs, and does ASC Group serve clients nationwide?
Yes, if multiple GSTINs of your company are selected, each must file its own return. Do not merge data across GSTINs – the portal is set up per GSTIN. ASC Group serves clients across India – all states and union territories. No matter where you operate, we can assist with your ASI/ASISSE filing.
Can ASC Group handle the entire filing process for us?
Absolutely. ASC Group’s ASI/ASISSE filing services are fully end-to-end. We verify your notice, compile and reconcile all data, complete the portal filing, and submit on time. You simply provide the source documents; we take care of compliance. Our goal is to file your return correctly and on schedule, with no added burden on your team.
